Arlene Joy (AJ) has more than 20 years of experience in the construction industry, thirteen years of which are spent in Singapore with secondment to other countries in Asia Pacific. Her project involvement spans pre and post contract stages across different types of projects: buildings, land and marine infrastructures with notable experiences in contract administration, disputes avoidance and claims management.

She has recently moved to Auckland, New Zealand in 2022, where she serves as Contracts Manager for Ghella Limited, building the Central Interceptor Project (largest wastewater tunnel in NZ with estimated cost of NZ$1.2B to construct 16.2km tunnel, 17 access shafts and surface works). Her career in contracts and commercial management goes back to 2010 where she was a budding quantity surveyor and experienced her first adjudication with determination to her company’s favor. As she spent 11 years with Samsung C&T (Singapore) she was assigned in different pre and post contract projects to practice the QS profession and seconded to projects to spearhead and work with legal team on various alternative dispute resolution cases.

She remains actively involved as Subject Matter Expert (SME) for PICQS Structured Trainings, and is passionate about sharing her knowledge of quantity surveying to young professionals. She played a key role in establishing the “In a Nutshell with PICQS” and PICQS APC Talks Channel (PATCh) as virtual platforms aiming to enhance awareness about PICQS officers and APC stories of QS Professionals.

Currently elected as Boart of Trustee, National Secretary of PICQS for second term, she actively leads and manages the ten (10) PICQS chapters around the globe. She has been recognized as Finalist for the recently held RICS New Zealand Awards 2024 for the Women in the Built Environment Category and a Finalist for the upcoming Civil Contractors New Zealand (CCNZ) Hynds Construction Awards 2024 for the Woman in Contracting Category.
