Tom has extensive experience in leading policy reform and overseeing program delivery for NSW, Commonwealth and Canadian Government agencies. Tom possesses a deep understanding of planning assessment and has established strong networks both within and outside of government.

Tom joined the Building Commission NSW in May 2024, following four years leading the Planning Delivery Unit at the Department of Planning, Housing, and Infrastructure. Prior to joining DPHI, Tom held a number of senior executive positions in Service NSW, the NSW Environment Protection Authority, and the NSW Department of Premier and Cabinet.
